Bill MarleyBill Marley
Bill has spent 27 years in local government. He was the Principal Personnel Officer at Ipswich Borough Council from 1982 to 1993, and is a member of the Chartered Institute of Personnel and Development. He also represented the Council's interests in a wide range of government initiatives aimed at tackling unemployment; this included setting up and managing the Community Programme, (later Employment Training), and a very successful Youth Training Scheme.

In 1993 Bill took the opportunity of a change of career within Ipswich Borough Council and took on the role of Economic Development Officer until 2001. During this time he was a member of the group which set up the Business Link in Suffolk and later, the East of England Investment Agency. He also set up sectoral initiatives in Engineering and Shipping to promote, among other things, workforce development.

Bill has undertaken a wide range of project work for LMS over the past five years involving fieldwork, desk research, analysis and reporting across a range of sectors.


Tony Bridges
Tony Bridges - Technical support and statistical analysis

Tony has many years' experience in I.T and statistical analysis and has experience:

  • Accessing, analysing, and interpreting labour market data from NOMIS, the Labour Force Survey, ONS and other on-line sources

  • Analysing survey results using SPSS and other statistical software packages


  • He has worked on numerous statistical projects within local government and the leisure industries particularly in relation to the production of demographic, gender and financial analysis from large data files and has used SPSS extensively.

    Tony regularly provides technical and analytical support for LMS.


    Ian Lipman
    Ian Lipman - Web Developer and IT Applications

    Ian Lipman is a formally trained Web Developer with nearly ten years experience in developing web-based applications, accessible web design, software integration, on-line database integration, e-commerce, web hosting, and Internet communications.

    Ian has experience of working on numerous projects with LMS involving a wide range of clients including government departments, local authorities, third sector organisations and SMEs
